Parents will first be given a warning, but if they continue not to pay their child support they will loose their right to drive.

It seems to me that taking a license plate away from a non paying dad with court ordered child support is both overly simplistic and counterproductive. The general public and the child support system should understand that there may be various factors involved in why a dad does not financially support his child.
Many are underemployed or unemployed owing to the fact of no high school diploma or GED. Some have substance abuse, untreated mental health issues, lack of reliable transportation and are deficient in work readiness skills (resumes, interviewing..).
Sadly, because of the failed and dysfunctional relationship between the parents,frequently dad has not developed a bond with the child and uses this as a "reason" to not pay child support. Parental education needs be provided to both parents about how to co-parent, putting the child first and the importance of dad in the childs life.
Support and services should be offered to encourage responsible fatherhood; when that doesn't work negative sanctions such as jail would be appropriate.
